International conferences in Tallinn now eligible for up to €35,000 support
Tallinn is reinforcing its appeal as a leading international conference destination with a dedicated Conference Support scheme designed to attract more global events to the city. The initiative aims to increase the number of international conferences held in Tallinn, generate economic impact, support knowledge exchange, and enhance the city’s international visibility and reputation.
Conference requirements
To qualify, conferences must feature a programme lasting at least two consecutive days, with a minimum of four hours of content per day. Events must attract international delegates from at least two countries, with a minimum of 50 foreign participants for conferences held between January and March, and at least 100 foreign participants for events taking place in April, May, September, October, or November.
The support is intended for international conferences taking place in Tallinn within 18 months of submitting the application. Eligible events must be scheduled between 1 January–31 May or 1 September–30 November.
Eligible costs and services
The support can be used to cover a range of conference-related costs, such as venue rental, technical services including AV and interpretation, marketing materials promoting Tallinn as a conference destination, destination and cultural experience activities, one reception event with cultural or entertainment programming, and conference organisation services such as budgeting and reporting.
Funding and evaluation criteria
The maximum support available is up to €35,000 per conference and can cover up to 60% of eligible costs, while organisers are required to ensure at least 40% co-financing. Applications are evaluated primarily based on international delegate participation days—calculated as the number of foreign delegates multiplied by the number of conference days—which accounts for 90% of the score. The conference topic contributes the remaining 10%.

Tallinn particularly encourages conferences aligned with its priority sectors, including Digital Solutions and Artificial Intelligence (GovTech), Defence and Dual-Use, Education and Skills, the Start-up and Scale-up ecosystem, CleanTech and Energy, HealthTech, Smart City and Innovation, and Creative Industries.
Application deadlines and organiser support
The 2026 application rounds will take place on 6 April, 25 May, and 28 September. Conference organisers can also seek assistance with the application process from professional conference organisers such as Publicon, Conference Masters, and Conference Expert.
